SEO is a complicated task and it takes hours. So I always prefer to take advice from SEO consultants.
I don't think SEO is complicated just time consuming, very time consuming, that's why Hubpages is good, most of the SEO is done for you, build good content and over time it will rank its self, I have see it many times.
Well, SEO is not that tedious. it's easy once you have a firm grip on it.. In fact, it is one of the greatest mediums used to raise the website's rankings and traffic..

I'd discourage banner exchange programs. They're dangerous in that if google catches you with links to completely irrelevant sites it'll damage your PR.

SEO Professionals are awesome! However, a bit expensive though. I got an offer to put my website on page 1 of google on the very top rank - yeah, was awesome to see how quick these guys managed to do that. But the biiiiiiiiig BUT was that they asked for AU$7500 to leave it as it is - per year :-( So I had to tell them that this demonstration was awesome but I can't put this amount of money towards it. However maybe I should do it sometime ;)
